Abstract
The purpose of this paper is to provide a comparative description of the main features of the environmental management and natural resource allocation statutory frameworks in New Zealand, Finland and Sweden, in order:
- to provide background and contextual information for detailed, comparative case studies to be carried out in the next phase of Ecologic’s research project;
- to identify points of difference between the national systems, which might provide the starting point for investigations of potential improvements to the New Zealand system.
The case studies for which this information will primarily be used are comparative studies of public decision-making affecting private owners of natural resources in the three countries. The main focus is on land use impacts on water quality; land and water use impacts on biodiversity conservation; and the impacts of building and aquaculture development on values associated with the coastal environment. The paper therefore focuses on institutions that influence these issues, and does not seek to describe any specialized policy regimes that may apply to other issues such as mining and transport.
This paper aims to describe the formal attributes of the statutory frameworks in each country. It does not attempt to assess their actual performance in practice. That will be done, after fuller investigation, in the context of the case studies themselves.
