Abstract

On 2 April 2013, Auckland Council implemented a new region-wide Swimming Pool Pricing Policy whereby children 16 years and under received universal free access to council-owned swimming pools. Council-owned pools either:

  • introduced free entry for children 16 years and under, while adults continued to pay the same entry charges or
  • introduced charges for adults 17 years and over, while children continued to receive free entry or
  • retained free access for all age-groups, funded by a local targeted rate introduced by the Local Board

This report assesses the impact of the policy on council’s swimming pools using data across the period October 2012 to March 2015.
