Abstract

The objective of the review was to ensure that QLDC has the right people, in the right places and right numbers, with the right skills and experiences, and supported by the right organisational structure, who are focused on the right activities.

Key recommendations in the report include:

·         Integrating the operations of Lakes Leisure Ltd and the Community Services team of QLDC;

·         Integrating the operations of Lakes Environmental engineering team with the Infrastructure Services team of QLDC;

·         Creating a new legal and regulatory team to manage all of QLDC’s regulatory and enforcement functions;

·         Bringing the consenting activities of Lakes Environmental and the planning functions of QLDC under the responsibility of a single General Manager.

All the recommendations have one common theme – to improve QLDC’s services to the community in terms of quality, speed and value for money. To do this, QLDC must create a culture of performance and public service, which consistently delivers a quality service, representing value for money to the ratepayer and the community.

Topics of interest to sport and recreation include the bringing in-house of the responsibility for Sport & Recreation and Turf Management (previously the responsibility of Lakes Leisure Ltd).
