Abstract

Foucault’s conception of “games of truth” is used to investigate how truth in public policy is rhetorically constructed through the notion of “transparency”. Data was collected from various public sources regarding the medal target policy promoted by SPARC at the 2006 Commonwealth Games. The authors suggest that, although the notion of transparency may be helpful as a mechanism to justify goals, it also exposes inherent contradictions that were counter to SPARC’s goals. It is also suggested by the authors that practitioners might benefit from considering the problematic implications of promoting “transparent” public policy
