Abstract

The Ministerial Taskforce on Sport, Fitness and Leisure released its report, which became known as the Graham report, in January 2001. In it were a number of findings and recommendations concerning the state of physical activity and sport in New Zealand. The Taskforce recommended the establishment of Sport and Recreation New Zealand (SPARC) to implement the recommendations and provide the leadership that would take New Zealand to a position of world leadership in sport and physical activity.

SPARC identified the need to address the fragmented approach to sport and physical activity throughout New Zealand and saw better co-ordination amongst key regional stakeholders as an important means of determining priorities, reducing fragmentation of effort, leveraging skills, growing leadership capability and improving the utilisation of resources. In Northland, a partner group was established by the three District Councils, the Northland Regional Council, the Northland District Health Board, Te Tai Tokerau MAPO Trust, Sport Northland, Northland Schools and SPARC to develop a strategy that would address the key issues in ways that would work in Northland.
